Can't stand it! What's with the numbers in your group?How do they work?

Alright, so I began to make this guy, and then, I got an idea. I saw the character skeleton for Feign Death, and it said that Feign Death wasn't the main bad guy, just the leader of a group of bad guys. Well, my idea is that no one knows who the main bad guy is. Sure, there are events that occur and people try to figure it out, but it is a secret. Meanwhile, my character, who is actually the main baddy, joins the good group, almost like an infiltration. He is most safe by being in the midst of those hunting him. With them, he'd only use his air bending. But, alone, he could manipulate the bad forces with his shadow bending. What do you think, good idea or no?
