The idea: otherwise normal people living their lives, except they have super powers.
Now, having powers isn't unheard of, about one in a thousand people have them, but they're hard to trace (they don't spread biologically).
Most of these powers are basically useless, either because of what they are or at how weak their maximum potential is; maybe one person in a hundred who has powers can make something of them. Our characters are two such people.
We lived normal lives until we found out powers; no one just tells you that you have the power to fly or freeze time, it's normally a stressful event that brings them out for the first time. One of our characters gets to see the other discover her power for the first time to fend off a bully, and it's the closest we've come to someone who understands what it's like for us.
We don't need to have secret identities, but if you leave your identity public then people will tend to fear what you can do.

Alternatively: remember that movie where basically everyone had powers and they went to high school? Let's do that!
