What exactly is 'Join Request Message'?

Yes, I know the question is extremly dumb. However, I'm a little confused. Do you submit your CS there? Or do you ask if can you join the RP?

It depends on the GM. Unless they specifically ask you to submit your CS using the join message, just assume it's a place for you to express that you would like to be a part of it and maybe explain why.
