We can't change the theme in some RP

Hello,i fell in love with the Black Theme but unfortunately,it seems like Mod of the RP can lock up a theme now.Is there is a way to change it back to Black?Everytime i try it it refresh the page and doesn't change the theme.I don't know if this is a bug ?
