Covert Intermediary Agency (CIA)
Headed by Director Sergeant Major Henry Carson
Subdivided into two divisions: The Black Hat agency, and the Red Tail agency. Black Hats, led by enigmatic deputy director Mr. Woodstock, perform “covert bureaucracy”, which includes the duties of internal affairs, CIA agent briefing, intelligence handling, lead investigation, and “scrubbing” [cover-ups, which may extend to the point of seemingly erasing a person’s existence, typically performed by a specialised team known as the Cleaners]. Red Tails, led by deputy co-director Master Sergeant Warren M. Piecz, are the hands and fists of the CIA, tasked with myriad assignments such as guarding persons of interest, taking down rogue heroes and villains, procuring items of interest, and gathering field intelligence. As their name suggests, they act as intermediaries and equalisers, maintaining the Ralph Wolf-Sam Sheepdog Act and ensuring the various parties involved remain acting in government interests.
The Golden Hand
Under the de facto leadership of superhero Justice
Once the very first team of heroes recognized by the US government, the Golden Hand has long evolved past a mere “hand-full” of heroes, encompassing a wide array of figures that act as the face of “Good”. Although without formal leadership, the de facto leader is the super heroine Justice, or rather, the most recent incarnation of the name, daughter of the original Justice, among the first members of the Golden Hand. Other prominent members of the current iteration of the Golden Hand include Cypher, Willow, Vladimir “Iron Bear” Medvedev, and senior-most member of the organisation, Godspeed, all of whom form the core “fingers” of the Golden Hand, though some argue a good chunk of this leadership may change quite soon, especially in regards to Godspeed’s advanced age. The Golden Hand make base of operations at Mount Whitney, California, using a building constructed by Dynamo, one of the original members of the Golden Hand, and maintained by Cypher. It is colloquially referred to as the Golden Hall, and its location remains undisclosed to both the public and to MANTICORE.
MANTICORE
Under the council leadership of the Heads of Typhon
Formed by the most high-profile villains left after the defeat of Mamba in 1978, who themselves would form the council known as the Heads of Typhon to lead the growing organisation, MANTICORE is a highly organised group with strong emphasis upon hierarchy. There are multiple ranks associated with the threat level a villain present, of whom the Heads of Typhon remain the most elite, and various subsections for both teams, temporary alliances, and the respectable profession of henching. Among the most important aspects of MANTICORE is the oversight of the Nemesis Program, which primarily assigns a compatible villain as a nemesis to members of the Golden Hand, though also assists up and coming villains, funding them with assigned gear as per their designated threat level, which is determined during an evaluation trial. MANTICORE is also known for its progressive henching programs, implemented by Head of Typhon Apollyon to secure hench rights and provide appeasing benefits towards henching.
Character Creation
Although there are a myriad of canon characters, note that the state of things is EXTREMELY impermanent, and things may even change right off the bat. Always feel free to shoot me some questions if you wanna do something. Although I doubt anyone will want to, I’m even willing to let people play one of the previously mentioned pre-established characters if they can convince me. I’m willing to hear out any and all ideas. Please keep powers and positions reasonable, though. In particular to note, the positions of the Heads of Typhon are open, as there are meant to be 13 members. 2 of those thirteen slots are taken, however, though I do have characters that can fill up those slots if nobody wants them, or if someone wants to do the “working to replace someone” thing.
This character sheet is super bare bones, go ahead and make it as fancy as you want.
