No, it's always attackers advantage and additional successes for every one above the DV. There are charms like a Solar dodge one that makes attacks fail if they don't generate additional successes though.

Lunar Excellency works as follows:

Cap is primary attribute for the roll, so if you have 5 Dex you can buy 5 dice or 2 successes. You can, however, stunt how you use a second attribute in the execution of the task. This has no effect on the dice pool, and does not require the stunt be granted by the Storyteller (but the Storyteller does have to agree the description of the use of the second attribute is reasonable), but it does add the value of the second attribute to your excellency dice pool cap. So if Spider stunted how her keen eyes spotted a flaw in the Dynast's armour, she could add her Perception to her Dexterity for determining her excellency cap on an attack. If she had 5 Dex and 5 Per, that would put her at the Solar dice cap of 10.

This can have some amusing effects. For instance, Maja with a Larceny of 0 could still have an excellency cap of 8 if she had Dex 3 + say Wits 5 or Per 5. So her base dice pool would be her Dex 3 + Larceny 0, but she could pour another 8m in to boost it if she wanted to. Basically, Lunars don't need abilities to be good at stuff if they're willing to throw some essence around.

I should clarify that the ST can still veto it, but it's separate from the ST granting you a capital S Stunt. The ST could award no Stunt, but they would still be strongly encouraged to grant the excellency cap boost if the proposed second stat is reasonable. For instance, "I hit the Dynast with my axe, and use Perception to spot flaws in his defence," probably wouldn't qualify as even a Minor Stunt, but it would qualify for the dice cap boost. "I hit the Dynast with my axe, and use my Charisma to do it really convincingly," however, could be vetoed by the ST.

What about using charisma to pull off a very convincing feint?

I'm still not too familiar with excellencies. I tend to try to just use 5 since that's easily recoverable per round.

This is only for Lunars. Solars can just add up to attribute+ability to a roll if they have the exellency

As for the charisma feint, you could try to your martial art to make a sound-based distract gambit?

Only played a Lunar once. So not that familiar yet.

And was just adding a charisma suggestion based off swinging the axe thing :) just talking to talk

That said! I'm pretty sure I can do some pretty hardcore distract gambits.

You can absolutely use Charisma to boost your cap on an attack if you can persuade the ST to buy it. I could see using Manipulation to feint, or Charisma to intimidate them into flinching as being convincing stunts for cap boosting.

I want to try to give an insult that is such a low blow, so hurtful, such a gut punch, that it deals lethal damage.

You're permitted to use any Social Attribute and Ability compatible with the action type you choose (in this case an Instill). Charisma vs Manipulation is generally a question of whether you're fervently espousing something you genuinely believe or deceiving someone into believing something you don't, but it's ultimately up to you. This one strikes me as Charisma.

I would think it is more of a charisma roll in this case too. But just wanted to be sure.

I plan on doing a Decisive attack against the Dynast on my turn, leaving us with just the hound to deal with (I hope). It all depends on how the dice will decide to treat me.

Don't forget the Onslaught Penalty on Spider's defence from the Hound. She needed one more point of DV to escape.
