Realistic or Modern Thiells Rule

In the year 1990 a meteor was heading towards earth the US government destroyed the metor to decrease the amount of damage it would do although the debre still did damage to many nations, the earth was still left in tact. The debre from the metor has also however left a strange after effect on 10% on the worlds population, which granted them superpowers. Many governments didn't know what to make of this, but some places like the USA adapted to it allowing a job of Heroing, the main two ways to become a hero is to sidekick for a licensed hero or get a hero licenses, but the ones that hero without a licenses are know to be Vigilantes who are treated with mixed feelings and Police Commissioners are allowed to do what they want with vigilantes weather its arrest, ignore or work with them.

This will take place in Thiells is a huge city filled with criminals, gangs and villains most of these villains have apprentices to help them out as they fight hero's, vigilantes, police and rival gangs for territory in order to rule Thiells while Heros, Vigilantes and the Police Commissioner try their best to subdue these gangs. But with the city officials being as corrupt as it is, its hard to jail the Villain Leaders for good as they always get out weather its through legal or illegal ways.



Their are currently 4 main criminal groups each owned by a villain the name of the Gang will be up to the villain who takes it.
