Here you will find information about the 12 alien races of the Zodiac constellations and the council that binds them. Your characters will not know much about the Council of Twelve at the start, but as they work to overcome Scout Ophiucus and learn about their powers they will discover more.

Conception of the Twelve

"The Twelve," or, "The Council," as they are often known, is an inter-system agreement between 12 (formerly 13) leading alien races formed as a peaceful trade treaty many millennia ago. Each race originates from a planetary system revolving around stars that make up the constellations of the Zodiac, and were each alike in the rapid progress of their civilizations. However, this high-speed development eventually strained their resources, overlapping with improvements in space travel technology that fostered an impulse to spread out into new galaxies and seek contact with other races. These original 13 races were able to settle on a mutually beneficial system between their planets, realizing that they could split up and share resources to cover one another's needs. Thus the Council of Thirteen was born, and alongside them the Zodiac Charms were forged as a show of goodwill, each containing of portion of one of the Councilmember's strength.

Eventually the Council sought to spread this goodwill impulse to others, fostering fraternity and harmony throughout the universe. Over the years the Council has gained many enemies, and it is up to Star Scouts to help protect against these enemies while encouraging their own home planets to follow the positive ideals of the Council.



In order to join the Thirteen, each race put forth their best defining characteristic (in this RP referred to as the 'Star Scout Attributes'). The idea was that, when brought together, these combined traits would form the ideal being. This mentality is reflected in the Council's motto: "Alone we are strong, together we are unstoppable."
