In 1910, the Korean Empire was officially absorbed into the Empire of Japan. Decades of abusive treaties and reforms, lead Korea to give itself to the growing Japanese Empire at the behest of the Korean people. Japanese land reform policy benefited Korean landlords at the behest of Korean tenants further increase the class divide amongst the Korean population. The landownership of the agricultural tracts had lead to increased poverty amongst farmers leading to increased migration to the cities, increasing urban populations. A pattern of exploitation of Korea and Japan would grow for the remainder of Japan's tenure in Korea.
By March 1, 1919, The March 1st independence movement protested Japanese assimilation. Although met with reprisal by the Japanese, this event would be the catalyst to spark Korean independence movements and open resistance against Japanese rule.

The year is 1938, the Japanese Empire has been in a period of political upheaval as ultranationalist and militant groups in Japan taking over the empire and implement military expansionism and anti-parliamentary governance. Greater control of its colonial possessions and ambitions to expand across Asia and the Pacific became the focus of their politics. Their new industrial jewel of Korea is subject to the militant elements of the shifting Japanese political system. Increases surveillance of the peninsula and institutional barriers towards Koreans were more prevalent.
The growing manufacturing industries had lead Japan to bring in forced laborers from their colonies to feed their war economy and the implementation of sexual slavery through comfort women has demeaned the Korean people for too long that resistance continues to fester.

A rag-tag group of Korean Robin Hoods simply known as The Outlaws operate across the Korean peninsula and even Manchukuo, the newest colonial acquisition of the Japanese Empire. Stealing the bounty of Korea and giving it back to the people, they are one of the most notorious criminal groups in the Empire.
They rob banks, trains, and convoys for themselves, independence movements, and the marginalized. They free political prisoners, forced laborers, and comfort women from the oppression of colonial hegemony. And when they feel daring enough, they assassinate political, military officials, and robber barons to send a message.
