The Occult Syndicate
The Occult Syndicate is a group of highly determined individuals, whose goals are the acquisition and containment of "dangerous" or "reality deviant" persons, animals, materials, or locations and keeping them from public knowledge. They are well funded, highly trained and specialized, and morally grey. Think the SCP Foundation. They, however, were very recently founded and lack support outside the United States. They operate secretly and their goings on are usually not attributed to anything, since any witnesses are administered memory wiping drugs, or killed.

CHAOS is a group of rebels fighting against The Occult Syndicate, most members are ex-members of the Syndicate, leftist para-paramilitaries, and revolutionary youths. They are non-hierarchical and anarchist in nature, their lack of organization makes them hard to combat. They, however, lack the financial and material support to combat the Syndicate directly. They rely heavily on clandestine operations and harassment. Their primary goals are to interrupt day to day operations of the Syndicate through hacking and attacking Syndicate members outside their scope of influence. A secondary goal is to "liberate" anomalous materials from the Syndicate, and release them back to their natural or similar habitats, and protect those locations. Due to their internet use and popularity, they have plenty of support everywhere in the world. Though their goings on are usually attributed to terrorist groups.
