They are just like everyone else, just different. They are all ordinary humans who just happened to be a little different that's all. Or well, different is not quite the word. Basicly, they all suffer from different kinds of diseases or disorders and they are all put in rehabilitation to get away from the people staring.
The diseases doesn't have to be extremely serious like incurable lung cancer. Just something worthy of getting into rehab. It doesn't even have to be a disease, it can be depression or just some person trying to get over their criminal phase.
They live there, on a hospital that has been re-created to look like more of a home. Only a few patients is allowed to leave the hospital but most of them do anyways. The guards there are very lazy, you see. And the doctors are mostly busy all day so they're not really to mutch help when it comes to the rules. So the patients pretty mutch live on their own but with guards around if needed.
So yeah, the rules are simple:
-Rpn rules apply
-No Mary-sues or Gary-stus
-Swearing is allowed, but don't overdo it
-Romance is allowed but again, fade to black
