It's not common, but it's known. Most people choose to keep it hidden because they are treated horribly, or run the risk of being taken by the government for study.

Okay thanks for clearing that up. I was confused by the casual-ness of their abilities towards strangers, like everyone was supposed to know.

Well, if you're at Songbird's rest, it's pretty safe to assume you're special if the caretaker (s) aren't freaking out.
