THE 4th QUARTER QUELL
In penance for the Districtsโ avarice resulting in the destruction of Capitol families, this yearโs pool of Tributes shall consist of past Victors and their loved ones. These Tributes represent a century of Panemโs victories and prosperity and serve to remind the Districts of the fruits the Capitol bears.
THE PREMISE
With the 100th year of The Hunger Games upon Panem, the warmth of past flames long ago has finally built to a crescendo. President Snow, at 108 years old, has lived well beyond his years thanks to anti-aging biotechnology invented by the geniuses of District 3. Subsequently, he and the Capitolists of Panem have kept the Districts under careful watch. In particular, the resolution of 75th Hunger Games resulted in Uprisings that changed the makeup of some of the Districts, in addition to further cracking down on policies, quotas, etc. In addition to this, the Capitolโs callous treatment of the environment has had its toll, resulting in climate change effects felt across all of Panem. In a century, the lifespans of District citizens and the leash held by the Capitol getting cut shorter and shorter, and the intergenerational trauma and lives of Capitol aristocrats doubling. There is a desperation creeping up the throats of every District citizen, and the straw that breaks Panemโs back is the Fourth Quarter Quell.
Outfitted with the pageantry traditional to each Games, the Fourth Quarter Quell promises all the more opulence and celebration. Districts have been worked to the bone in preparation for the Centennial, which has worsened morale in almost every District. There is promise, however, of surplus food, new clothes that are befitting of a celebration, raffles for much needed items and even those that are typically only afforded to the Capitol, like cars. There is the promise of the additional Renaissance Gala that will be held the night before the Interviews of the Quarter Quellโs Tribtues. This would not lift the hearts of citizens normally, especially as the Galaโs theme is quite garish to District sensibilities, but there is the accompanied Festivals that will provide meals with three days of leftovers and enough dance and drink to heal all the wounds of the mind. Overall, the Centennial and its accompanied Games are expected to subdue the Districts, unlike the last Quarter Quell.
In fact, people were so preoccupied with the promises of a cornucopia, they almost forgot about the caveat that accompanies any Quarter Quell: the sadistic twist, which after a century will be felt as a knife in the gut and will set Panemโs wounds afire. This theme is not solely for the profiting off of nostalgia, but also to further the propagandic messages from the Capitol and Snow, himself. The Tributes are chosen by no mistake, although Caesar Flickerman, Brutus Templesmith, and the District liaisons may want you to believe otherwise. Each has been chosen with a direct message or benefit in mind, and each will be expected to film a series of propos, to be treated as guests of honors and celebrities, prior to the Games. They are, after all, pawns in a much larger game.
History repeats itself, however, and the Tributes chosen have Rebel ties and/or a desire to set Panem ablaze. Much like prior to the 3rd Quarter Quell, the Districts are primed for a Rebellion. This time, though, they intend to succeed. After a century of hunger and thirst, Panem is a drought-mottled pile of wooden souls and broken backs that will catch fire with a single match.
TLDR + A NOTE FROM THE MODS
THE HANGING TREE is a canon-divergent The Hunger Games roleplay set 25 years after the events of Catching Fire. It follows a cast of Tributes who are Reaped for the 4th Quarter Quell and plan to escape the Arena and fuel the Rebellion.
However, this is an AU where the 3rd Quarter Quell Rebel plot is undermined. Katniss Everdeen and Peeta Mellark are still the winners of the 74th Games, but they are both killed in the 3rd Quarter Quell. After discovery of the Tributes' plot to escape the Arena, Katniss Everdeen is killed in cold blood by the Gamemakers. Much else is the same with the exception of Gloss being the winner. See THE RULES for information regarding other canon characters.
In Districts 4, 7, 11 and 12, the murder of Everdeen is broadcasted accidentally, and her final words incite Uprisings in each. However, the Uprisings were squashed, resulting in parts of 12 being burned to the ground, 7 having a wall built to separate the population, 11 experiencing massive social reform and an increasingly militarized state, and 4 suffering a bioengineered bird flu that forced the citizens to submit in exchange for medical attention. District 13 has never revealed itself publicly, though they have made themselves known to Rebels prior to the 100th Games.
Since these Uprisings, conditions in many Districts have only gotten more strict, though many areas in each District have been industrialized in the past 100 years. There are some signs of progress and improvement of quality of life, albeit there are other ways in which the totalitarian regime of the Capitol has only worsened. Because there are many opportunities for other characters, we are accepting MAX 3 ORIGINAL CHARACTERS that are unlike the roles provided. There are some suggestions and requirements for what we would like to see in some of these original characters below.
- Some preference will be given to OCs that are 40+ as we would like to see AT LEAST ONE ORIGINAL CHARACTER as a parent to a Victor or older Victor. Bonus points if this OC mirrors or foils THE HERMIT. However, we still are open to OCs of any age.
- We would love to see OCs that are products of the District they come from. Integrating the lore already written and even adding your own is welcomed and encouraged.
- All of the roles have to do with the characterโs guilt, complacency, family/home, and capacity to love and how these elements have determined who they are. Any OC that plays off these themes, especially in an unexpected or unique way, are welcomed and encouraged.
THE AUTEUR
A logical, low-level Gamemaker and high-ranking Rebel with ties to District 13. Your sister is your claim to the Reaping, given she was a Career who won and brought your family safety and prosperity. Her sacrifices have not gone unnoticed, albeit your sense of justice is much more pragmatic than you'd want it to be. She is why you joined the Rebellion, though she does not know of her involvement. It is because of you that the past two Games have been rigged, and you were planning for this third one to be guided under your hand. However, days before your Reaping, you and your sister are arrested on suspicion of treachery and cheating, given you are a Gamemaker and she is a Mentor. Now, you hunger to make the world anew โ to destroy it and turn it into the utopia that your sister promised you.

THE REAPER
The child of two Victors, who could be Wiress and Beetee, and the genius who has helped keep President Snow, Caesar Flickerman, and countless other Capitolists alive. You are a biotech and surgeon of unsurpassed talent. By your fingertips, people are turned immortal. Many are shocked when you are Reaped, but you cannot ignore how advantageous it is to cut you out now. Secrets and counless debts are owed to you, and many would sleep easier with you dead. Suffice to say, the Capitol has seen an opportunity to be rid of a rat.

THE STAR
Left without any family by President Snow, you are known for your golden tongue and the way in which you sing the praises of those who have entrapped you. There are ways in which you keep your head above water, such as with your connection to THE HAMLET and the secrets that you keep above others. Still, you are a creature of love, and you are lonely without the capacity to give and receive it. While your cage is well-dressed with a snapping camera that only captures your good side, it is still four walls of steel bars around you.

THE JESTER
The grandchild or heavily removed cousin of an early Victor, who could be Mags. You did not know of your relation to a past Victor until your name was announced. Does it matter? You were going to be chosen anyways. Year ago, you were set to be the Career that would volunteer as one of D4's Tributes. Instead, you kept your mouth shut and defected, sentencing yourself to a life as a Peacekeeper and a shame to your family and District. To make matters worse, THE STAR, a childhood friend, was who was sent in your place. Your Reaping was unconventional, especially as you currently live in D12, though you know that you are simply playing for your sins.

THE HAMLET
Your family was slaughtered in penance for how you won your Games. You were never very pleasant to begin with, which is why it was shocking to all who knew you that you won. Countless times, you stood towards the Wall, before your Justice Building, eyes ascent as you watched another kid from 7 make it to the final ten, the final eight, the final six, only to be slaughtered. Thus, when your name was drawn, you were determined to win. As such, you learned and paid the price, even after you left the Arena. Did you ever really leave? Your mind seems to think you did not, as you are plagued by symptoms of Post-Traumatic Stress Disorder and have been heavily medicated as a result. Furthermore, you often work alongside THE STAR as a celebrity and a forced-upon Mentor for the Games.

THE BERSERKER
You are one of the Victors of the 98th Hunger Games. It was a miracle devised by THE HAMLET and THE HAWK that you were allowed to live. An orphan, you were removed from District 12 and placed in an orphanage in DIstrict 7 where you worked in the forests since. You were perhaps chosen because of this oddity. It was also because of this that you remembered your old friend, THE HAWK, and that is why you are alive now. Known for your brute force, you are the gruff counterpart to the sweet-tongued HAWK, reminding many of the Tribute Everdeen from a quarter of a century prior. Of course, you are kept under lock and key, isolated and forged deliberately as a propagandic figure. Ironically, you know little of a Rebel plot because of Snow's fear of what you could become.

THE HAWK
One of the Victors of the 98th Hunger Games. Charismatic and kind, you tend to kill with poisoned honey rather than the sharp sting of bees. You were the one who softened the perception of your "lover", THE BERSERKER as you spoke of their true story. It was only through the magic of THE HAMLETโs tenderly-crafted strategy with THE AUTEURโs help that you survived by the skin of your teeth. Of course, youโve impelled the wrath of President Snow since then, and it comes as now surprise that your family has been sacrificed with the dangling threat of sacrificing THE BERSERKERโs family, too, if you did not fall in line. So you did. This is something that HAMLET and you have in common: you know the price that has to be paid. These are your attempts not to pay it: from the ways in which you escaped the Arena, your compliance with Snowโs wishes and the subduing of the Districts, and especially your bit in organizing the Revolution. You have taken your sly tongue and used it to sew the seeds of what is to come.

THE HERMIT
The parent of a past Victor who has been wracked with grief following their unexpected death. When your child won their Games, you stopped believing in fate, and their death did nothing to spur this theory. Longtime bootlegger and enforcer for THE HAWKโs uncle, you are familiar with acting as fate, and it was about time that karma served you with notice of moral bankruptcy. Youโd originally started your life of criminality to avoid dying in a mine, to avoid making your child an orphan. As such, you taught your child to always have a hand in everyoneโs pocket. After their passing, you were drinking yourself into a languid death, wondering if it was this conniving spirit that killed your baby. Or your own actions. A karmic force. Was there a divine plan after all? Your only choice is to believe that their death was purposeful in some way, and you have lived your life since then trying to make it worth something. Trying to pay back all the evil you believe you have done. That is why you've joined the Rebel plot at THE HAWK's asking.

Heavily featured Tributes from the 75th Hunger Games are not canon unless decidedly so by certain players (ex. One role offers the option of their parents being Wiress and Beetee, etc.). In the event that a player wants to bring in a canon character, it is up to them what they change or donโt change, though obviously some elements of the canon timeline should be altered (ex. If one wants their character to be the child of Wiress and Beetee, they will probably need to make Wiress and Beetee the winners of much later Games, leave them out of the Quarter Quell, etc.). If thereโs a role that doesnโt have any connection to a canon Tribute but youโd like to make them related, go right ahead as long as the canon character isnโt already attributed to another role.
