Ocs can be titan shifters but they need to have a specific section about how they got the power in their backstory. This will be canon divergent from the main canon since I’m allowing the nine titans to be anyone.

NPC: Dascal Dalman
Dascal is the garrison commander of Shiganshina district and has been for about 20 years. He is a strict man who is devoted to protecting the District with his life. He doesn’t like the Scout regiment though and disagrees with them about risking their life outside the walls.
