synopsis
basically the cia was being a bunch of creeps and tryna resurrect dead people and they ended up giving people superpowers??? after the first two groups turned evil they killed the first group to activate their powers and sent them into a war they weren't really ready for. sounds cool right??? i'm extra ik.

the e n i g m a project
there was never a question that what they were doing was immoral. it was just wrong but they did it anyway. it was called the enigma project, ran by a quiet branch of the cia. one most people didn’t think existed. this was more classified than the truth behind area 51.

the goal of the project was to bring back the dead. their subjects were still born babies. it took five tries to perfect the serum. they weren’t expecting a certain consequence, though.

if the subjects were to die again they would develop superpowers upon their second reawakening. this discovery was made with test group one, after a fire killed all of them. the transition wasn’t easy, especially for a squadron of ten year olds. they were easily manipulated, and it wasn’t too big of a surprise when this happened. an agent went rogue, leading the kids to killing the second group and he had hoped the third group as well.

the third group was taken by their caretakers and disappeared into the world in hopes of never having to awaken their powers, to never make them the targets they could so easily become.

until raadsel was formed and it became clear they needed to be activated.

and so they woke up in a strange room with the sudden realization that they were very much not the people they were yesterday.

-group three: the last group to undergo the experiments, a larger group due to the overwhelming success of the first two. these kids were little more than toddlers when group one was compromised.
their activation can have taken place within the last six months, please let me know if you want your character to have been more recently activated or activated sooner

-group two: the second group, slightly larger than the first but not by a lot. they were killed and revived by the first group, ages ranging between 7-9 when it all went down.

-group one: at age ten they died, and were resurrected for the second time in their short lives. a corrupt agent manipulated their fragile states and took advantage of their powers.

-recruits: these are people who were given superpowers by raadsel. whether they were dead before or after the group found them is up to you. whether they went to raadsel or the cia is up to you.

-cia: npc only, i'll post as their leaders as needed. they're the ones who started this mess, and now they're gonna have to fix it.

it's been more than a decade since the cataclysmic event that set this entire catastrophe into motion. the group was founded when one of the group one kids turned on the man who had made them into the monsters they were and killed him.

"are you tired of being manipulated? of being tortured? used like some sort of pawn for his gain?"

it was no surprise that they many of them followed him, despite the acts he was conducting. anywhere from kidnapping scientists to bringing down the buildings of capitalist pigs. he never told them their goal, only his right and left hands would know.
