A mixture. It's just that classification isn't based so heavily on what weaponry he uses. It's mainly about what kind of villain or henchman their skill, personality, and motivation matches best. Your best bet based on what I've read would be Macro Dictator and Extremist, but in just to make sure I'd read the list of classifications on the lore page.
