However, please try to lead the plot in this story and involve everyone, as well as invent things! Mass effect is a huge universe so you'll have to come up with your own aesthetics for many planets. Please try to play important people or leaders in the factions or people who are not yet important but either have great drive or certain kinds of skills that will make them useful. This is only because we have four factions so we will need people to lead the action and the groups to minimize work for the GM.
You aren't just allowed, but encouraged to both make and use NPCs and locations of your own.

Temrinus are the outer rim systems lawless and totally outside Citadel Space.
The Attican Traverse was the heartland of the old Prothean empire before it collapsed, and today is the outer rim of Citadel Space in the Mass Effect series. After the reaper invasion, very few areas in the traverse are still under Citadel control, and most of it fell under the sway of the same lawless forces affecting Terminus. This meant vast arrays of ancient technology were available for Cerberus to exploit.
You are not only allowed, but encouraged to make up your own locations if you take other players on for a star journey. There are millions of planets in Terminus.
Omega is a space station which is the trade capital of the terminus systems. It was hilariously easy for the Batarians to take over because it already had a Batarian squadron 'Defending' it at the request of the crime bosses back when they used to be tight. It is the forward base of operations of the Batarian fleet now. During the reaper war, it was briefly occupied by Cerberus and most people on the station believe propaganda that the Batarians are best able to protect them from a second Cerberus occupation compared to the Syndicate.
Ilium was a former Asari trade colony still ruled by an Asari leadership, but which has since disavowed connections with the destroyed homeland after the Reaper invasion imploded the Asari empire. The colony is one of the most prosperous worlds in Terminus and serves as the capital of the Syndicate.
Collector Base is a massive and surprisingly fast space station that was formerly used by the collectors. After Shepard preserved the base for Cerberus' use, a historic act that continues to be a lone stain on Shepard's otherwise stellar record, the Illusive Man turned it into the base of Cerberus in Omega. Virtually impossible for the Batarian or Syndicate fleets to chase down and destroy, it has allowed Cerberus to evade capture for the entire Terminus war.
Freedom's Progress, once a minor residential colony, is now the regional Council headquarters along the Terminus Systems. Basically a military installation and forward operating base, it is guarded by a large detachment and orbital cannons, and houses 900,000 humans and council races.
Cerberus has a huge head start in getting ancient tech compared to the other factions due to their experiences with collector base and the human reaper, among other projects. While old Prothean ruins can’t help much in the ways of getting you weapons upgrades, they do contain solar maps that are far more advanced than anything our races have come up with, so getting to the ruins in the Attican Traverse is key to unlocking the location of the mysterious reprogrammable reaper. While Cerberus has the knowledge to engineer the ruins, they don't have the force to take them, and will need to collaborate with the other factions until the final moment where everyone will try to backstab eachother.
The Council are the most powerful faction left standing, commanded today in a remnant government by Humanity after the Reapers moved the Citadel to Earth and the rest of the Council home worlds were destroyed in the war. Citadel space isn't what it sued to be: the systems alliance has become far more corrupt and rebellions are frequent. The Turian remnant led by Primarch Victus is self-ruling in all but name, unwilling to obey commands from the “upstart” humans. The Citadel can barely deploy any forces to the Terminus Systems and Attican Traverse, the “Outer Galaxy”, as they call it, because they're busy routinely fighting the Geth. They've resorted to using mercenaries, agents, and spies to get their work done.
Of all the factions, the alliance has the best modern technology and money.
The Batarian Hegemony is the remnant of the dictatorship that fell in the Reaper invasion, commanded by Balak (that survivor Batarian who once tried to drive an asteroid into an innocent Human colony), after he hacked into Citadel intelligence (in Mass Effect 3) to gain control of the remainder of the fleet. Re-establishing a totalitarian dictatorship, the Batarians rebuilt, just as isolated and aggressive as before, and attacked the Terminus Systems with their fleets. While many Batarian raiders and crime bosses joined them, the other races fought back, founding the Syndicate and repelling the Batarians from most of the Systems. Today, they control Omega and several key stations, but are in a constant state of war with the Syndicate for domination of the Terminus.
Compared to their rivals, the Batarians have the biggest fleet and military force in Terminus.
The Syndicate are a loose coalition of crime lords and mercenary companies in the Terminus systems that united to fight off the Batarian occupation. They are disparate in goals and opinions besides a mutual hatred for Batarians and fear of their raids and aspirations for regional domination. The Syndicate are lead by the new Shadow Broker, a mysterious figure who untied them through force of personality, but nobody knows how he is.
Of all the sides, the Syndicate has the best intelligence network and information and rules the vast majority of the Terminus systems.
Cerberus is the final faction entering the Terminus Systems. Kicked out of alliance space after a Human campaign to prove that they weren't out to dominate the stars (a blatant lie), Cerberus rallied behind the Illusive man and entered Terminus, setting up remote bases and fighting Batarians. Of all the factions, they have by far the most experience in finding ancient relics and restoring them, and although they are too weak to conquer the systems themselves, these skills can prove handy as they are needed to help the other factions find the lost Reaper - in exchange for something valuable, of course.
Of all the factions, Cerberus has the best ancient technology knowledge and by far the best engineers.
