how about we drop the entire time thing and make it so while he can still mess with reality he can't do it at scale on say Turning a building into a dragon or mind control anyone

No reason. Remember, those bombs planted are incredibly powerful. Detonating them would leave a smoking crater where the stadium once was. That'd kill everyone, including Madoka. The threat has passed.
