Pregnancy and mating:
wolves can mate at 15 years old but cannot have pups until 18 years old, once wolves are mates a mating mark will appear somewhere about an hour later, pregnancy lasts the usual 9 months and is just as painful as a human birth, most pups are born in pup form and the mother is given time off to take care of the pup. pups cannot change into their human form until six years old, the occasional pup can turn at five but no matter the age they will have no control over it until about 9 years old and even then they only have a little control over their shifting

when the full moon comes out, the urge to mate and such is increased a well as healing rates, it also makes shifting for those under 14 nearly uncontrollable except for those six and under, they will either always be in their wolf form or human form depending on which state the mother was in during childbirth

shifting:
pups six and under cannot control their shifting, after that you slowly are able to control it as you get older, one you reach adulthood you can control it besides during a full moon, and some council members can even control it then

Ranking
children 8 and under are considered pups and do not have many jobs, if any depending on the pack once a pup reaches 9 years old they begin training in a specific field until they are 13 then they officially go into that specific field under the guidance of someone else in the field for a year then they are tested to see if they can do the job on their own and if they can then that's what they will do, if not then they have to continue training
