Tags Dysfunctional?

I'm hoping that this is a bug. When I'd tag people, I've noticed that my tagging ability seems to be bipolar. Occasionally, I can tag as many people as I want (have tagged up to six people I believe), but other times I can't tag anybody. It fluctuates too, at times i can tag three people but no more, but then sometimes when i delete the tags for any reason, I can't retag anybody.


Why?

Ah, so it wasn't just me.  I've just copy/pasted and refreshed and continued and could tag all who I needed to.
