Realistic or Modern Subterranean City role play

G'day, I'm looking to do a role play set within a bleak industrial city with slum housing, hunger, social injustice and growing instability. The RP would be generally centered around the psychological struggles of the characters.
It would be lovely, as the role play takes off, to adapt into a bit of a short banterly style rather than paragraphs of description.
