Sticky a note about support tickets

I can't actually find any mention of support tickets in the stickied stuff or the tutorials, other than them being used for converting old RPs. A lot of people either don't know about it or don't know when to use it, which is why people come here to ask for a forum to be moved or a topic to be unhidden. It would be nice to have a clearly visible note telling people about the support tab and how and when to use it.

I think we assumed people would see the Support button at the top there, with all the others. >.>  But that's what we get for assuming!  There's an updated FAQ in the works; I'll make sure Support is explained there.
