Starting Lunars and Manses

I was just reading the Lunar seciton on Manses.  It states that all the Manse's Lunars call home have been claimed by the silver pact so either a newlunar has to get a manse from a God, demon or terrestrial or they have to quest for an elder Lunar.


That to me seems kind of harsh since there from my estinmates are millions of Manses and demenses based on the numbers I remember form S&S or Bot3C.  


I personally am torn.  I like it because it enforces Lunar society more, you got to be nice to your betters, and I can see Lunars just taking found Manse's away form younger Lunars until they feel the younger Lunars are worthy.


What do others think?  How have you handled this?


This also I woudl assume applies to Artifacts, so how do you handle those?
 
I think the idea is still sound.  While there may be lots of manses how many are there on the fringes of creation.  Yes there are a lot of manses and demenses but they're in civilised lands or held by other beings.  Fae freeholds, elder Lunars, returning Solars, terrestrials Realm, lookshy or outcaste.  Its tough for a new boy/girl and so it should.  They are Lunars chosen forged in strife and eager to prove there worth.
 
I got around this by putting my lunar's manse in pure chaos. I did have a 6 page backstory to back it up though.

As for the beginning manses I think you could come up with something. Creation is a wondrous place and Exalted, mortals, and Gods all about still re-discover long-thought lost manses, artifacts, etc. Why couldn't the young lunar have stumbled upon it at one point or another? Or perhaps take the Hidden Manse merit to reflect this. Maybe the young Lunar gets the Manse, but it is on loan from an Elder that perhaps doesn't stay in one place for too long.
 
Until the Silver Pact controls ALL the manses, there is always a plausible explanation for how a young lunar could have their own.


That said, this detail, by my estimation at least, is unimportant.  If a player wants to have a manse and doesn't want to argue about how they got it, then that's fine.  If the player LIKES this detail and wants to work it into their story - like the manse belonged to their previous incarnation and the Silver Pact only handed it over after the character performed some act of heroism - Awesome.


It's fluff - don't tell a player that unless they jump this hoop then they can't have it... you'll just get a stock response.  Tell them to keep it in mind and if they want to work with the details then all the better.  Details like this are hooks to help a new character fit in with the world, let your player be the judge of whether or not they need that help.
 
Let's not forget that the Wyld holds many treasures and mysteries within in. And it is never truly an easy place to navigate. So anything is possible.
