Eden

Welcome to the city of Eden. A place that exists supposedly just in the right place, the summers here are warm and active, with the winters being snowy and poignant. The people that live in Eden claim that the city is perfect, but you must always keep in mind that things are not always what they seem…

InformationEden is arranged in a fashion that has the suburbs and schools on the outer rim, and as you get closer to the center, the buildings and skyscrapers. Many businesses and stores make their homes in Eden, as it’s quite a temperate and nice place. However, each gang has its own group of Specters unbeknownst to the public. And they constantly wage a secret war on the streets, at the same time making sure that no one knows what’s going on. So, Eden leads quite the double front, and to make it even more chaotic, there are other minor gangs jockeying for supremacy and recognition amidst the boundaries of the other major gangs.

The main reason all this territorial dispute is possible in the first place is due to the size of Eden. Split up into 15 districts, each district is almost like its own city, with the administrative and political buildings in District 1 at the center.

GangsEden City, being so large, has not one, not two, but four prominent high schools which all have a fierce rivalry with one another. Windfield High is to the north, Raven High is to the south, Royal High in the east, and Warrior High in the west. Part of the rivalry is definitely sports and test scores, however the main thing that has secretly fueled the fire beyond just the school day was the gangs. Windfield High has the Opal Serpent, which is a very secretive gang that deals in many illegal goods. Raven High has the Jade Phoenix, a very eccentric gang that performs extremely dangerous and often very shocking acts of crime. Royal High has the Amber Dragon, which acts more of a social club for the kids of rich families. And finally, Warrior High has the Onyx Tiger, which is much more like a stereotypical gang than the other three.

<Opal Serpent>
Out of the four major gangs, the Opal Serpent is probably the most involved with the black market. Anything that makes money is sold by the Opal Serpent, and any price is paid to attain power. Opportunists are typically found here, those that are power-hungry and always serve their own interests. Even the lowliest of the low have quite grandiose dreams, and the Opal Serpent’s schemes are typically to disrupt the other gangs’ sources of income.

<Jade Phoenix>
Art is very important to the Jade Phoenix, at least, art in a creative medium. Most of the graffiti seen in the city was drawn by the Jade Phoenix. Most of their crime scenes are also quite colorful or artistic in some way, and many of the things the Jade Phoenix does has a double meaning. They typically target the rich, or some public facility for political purposes. The Jade Phoenix invites those that are unafraid to voice their opinions, and boldly take the repercussions.

<Amber Dragon>
Gems, jewels, anything pretty, the Amber Dragon wants them all. Only the richest of children are actually let into the Amber Dragon as full members, while all others are considered lackeys. Due to their status, the Amber Dragon is actually quite influential in the city, and it’s one of the few publicly known gangs, albeit disguised as a club. Because in reality, it’s much more like a club. Still, members are very strong, partly due to money, and the Amber Dragon isn’t a foe to be underestimated.

<Onyx Tiger>
Claws and fangs are what a tiger is known for, and the Onyx Tiger is no different. Out of all the gangs in the city, the Onyx Tiger is the most territorial and aggressive. This leads to many conflicts along their border, violent brawls that ensue suddenly and end quickly. Most of the members of the Onyx Tiger are hardened criminals, and some of them commit crimes simply for the fun of it. The Onyx Tiger knows of its reputation as the “bad gang”, but they see nothing wrong with it.

Specters

The secret side of humanity, the target of the SET: Specters. Humans with supernatural abilities that wreak havoc on the monotonous cycle of daily life. But of course, before we speak about the predator, we must speak of the prey…

SpiritsSpirits can take many different forms, typically representing their power, and have many different origins. They can be created when a person dies, they can appear for seemingly no reason, spirits are quite the anomaly in the world. But they exist, and sometimes they cause events that are supernatural around humans. Oftentimes these events go unnoticed, or the perpetrator goes unaccounted for, however it’s a different story around Specters. Most spirits fear or hate Specters because of what they do, and in a sense, they’re quite justified. Spirits are invisible to most people, except Specters and some other humans under special circumstances.

There are three kinds of spirits. A SOUL is a shade of a once living being, most of the time human. While typically not having the most spectacular powers, souls have their personalities and sometimes even memories intact, making it much harder for most Specters to consume them. The second kind is a PHANTOM. Phantoms are the spirits created by nature or other unusual circumstances, and because of the variety and diversity they’re sometimes confused as souls, and other times are obviously identified as phantoms.

The third and most dangerous kind is called a REVENANT. Literal embodiments of hatred, revenants often take semi-physical forms and can deal quite the amount of damage in both physical and metaphysical realms. The strongest form of spirits as well, and visible to whomever they choose, Specters take great pains to conceal revenants wherever they appear. Revenants can’t even be absorbed by Specters straight away: first, it must be pacified. This act leaves them as a soul, except much more powerful than normal.

InformationSpecters are defined as humans that have somehow gained the supernatural abilities of spirits. As such, there are officially three different types of Specters, and some don’t even have to have the Gift. The Gift is a unique tumor in the brain of the person with it, and allows them to perceive and consume spirits. Because of its location, Specters often have their mental functions changed or even eroded as they become more and more powerful.

The first type of Specter is known as a TYPE 0 Specter. Type 0s are unique as they don’t have any power on their own, but through special machinery known as spirit cages. Spirit cages can appear in many forms, as they are simply spirits infused onto an item. So, while guns are the most common, a spirit cage can also be things like amulets, or even vehicles. Spirit cages interestingly can only be used by normal humans, as they refuse to work for those with the Gift.

The next is a TYPE 1 Specter. A Type 1 doesn’t need to have the Gift, but they typically do. The reason being a Type 1 is a person being haunted by a spirit, which sometimes grants them powers when the spirit is being cooperative. And since spirits typically haunt those with the Gift, Type 1s with the Gift are rare because most of them opt to become Type 2s.

Lastly is a TYPE 2 Specter. A Type 2 is a Specter that has willingly absorbed a spirit. The way the essence feed into the person differs from Specter to Specter, but it either just involves them draining the essence and absorbing it, or actually consuming it. Type 2s always have the Gift, as absorbing spirits without it is impossible. Type 2s are also the only Specters that can create spirit cages, and those that specialize in it are called spirit hunters. Type 2 Specters can also be somewhat volatile, as absorbing a spirit occasionally causes the person to blend certain personality traits with the spirit.

SET

When chaos exists, there must always be an opposing force to balance it. The Special Elimination Task-force, or SET, exists in Eden and some other parts of the world to maintain peace and order. They specialize in dealing with cases of horrific crimes and acting as the judge, jury, and executioner when facing down criminals and other wrongdoers.

Hidden from public knowledge, SET was founded under the classified name of the Specter Elimination Task-force, when the government realized that it needed a method to combat these dangerous individuals should they ever get out of hand. Utilizing spirit cages, they could effectively combat both spirits and specters, however they began to overstep their boundaries and went on a crusade of blood, eliminating any Specter without a trial, nor remorse.

Many Specters in recent days live in fear of SET, however those that are a part of the Eden underworld simply laugh, and attempt to grief their operations as best as possible.

RecruitmentEven though SET is a relatively new organization, their training regime is very difficult to prevail through. Depending on which division you wish to enter, the difficulty varies, however some call it worse than the military’s boot camp, the combination of the physical training alongside academics rooting out most of the recruits. Because of this, SET accepts anyone for its training program, as the heads know that few make it through.

Inner WorkingsOnce the prospective officer has made it through, they are assigned to a squad in one of three divisions: the Research Division (in charge of any experimentation or examination), the Management Division (in charge of documentation and other deskwork), and finally the most dangerous, Field Division (most if not all spirit cages belong to the Field division). The final division is the Administrative division, reserved for the head of each division alongside high-ranking officers.

Regardless of division, the ranks remain the same. Once a recruit is accepted, their initial rank is a Junior Officer, and they spend most of their first few months or so doing menial labor, perhaps working on something more exciting when the rare opportunity arises.

Eventually, J.O.s become a General Officer when a superior deems that they’re ready. The exciting part of a SET Officer’s career comes as a G.O. Classified information, high-end research, actual field work, General Officers are the part of SET that actually get the job done. Senior Officers are the next step up, however they aren’t very different from a G.O. aside from more privileges, and managing the new officers.

Elite Officers are only those that are highly decorated. Only distinguished through a very large accomplishment, or an act of highest bravery, Elite Officers are respected and revered throughout SET. The only rank higher is a Head of Division, and all Heads were Elite Officers at some point.

Divisions and rankings are easily identified. Research Division wears white lab coats. Management Division wears typical formal or casual dress. Field Division wears whatever they need to blend in, and otherwise something akin to riot armor. Certain insignias which recruits are trained to recognize early on define rank.

Work EthicsWhile SET’s main goal is to eliminate Specters and other troublesome spirits, they also engage in cases that the police or government may pass off to them.

SET’s policy on Specters is that an officer can do anything they wish to subdue or outright kill them. Of course, normal humans can’t go against a Specter, or even see spirits for that matter. Most SET Officers above the junior level wear a special form of contact lenses or glasses that not only provides an HUD of information and communication, but also allows them to see spirits that aren’t trying to hide themselves from those with such a vision. To combat Specters, SET gives out spirit cages produced by the Research division. Such cages are matched to their officer depending on both skill level and academic/physical scores, as sometimes the spirit inside can be uncooperative. These cages are only handed out to officers beginning at the Field Division General level, however when deemed suitable or necessary are handed out to others as well.

Notable Locations

<Café Rendezvous>
In their spare time, many students come here to relax and do homework. As the name suggests, it’s also a popular spot to have dates, and it’s a great place if you want to catch up on all the latest rumors. As of late, it resides in the territory of the Amber Dragon, but due to its proximity to the city center, it has changed hands many times.

<Café Arbre Rouge>
A pleasant café that’s in the middle of the city, and aside from the fact that it has quite excellent coffee it’s not very spectacular. However, in the underworld, it’s the only neutral place in the entire city. Gang leaders (or their representatives) have meetings here, and bribe the manager for a backroom. Of course, with Specters and all they don’t have to bribe, but it’s seen as a courtesy and the bonus service is nice.

<Eden Park>
The largest park in the city, but certainly not the only one, it’s a picturesque expanse of grassland and trees, even sporting its own miniature lake. It even has a playground for kids and a skate park. The favorite spot for many past times, it has been a part of the Jade Phoenix’s territory for a very long time.

<Eden City Subway>
Eden City has an extensive underground and aboveground subway network that connects at major points of the city and other subway stations where you actually board. The main station in the city is Halberd Station, and from there you can head to almost every place in the city.

<Sun Harbor>
To the northwest of the city lies a harbor that eventually connects to an ocean. Most shipments come from here, and because of the many shipping containers and abandoned buildings, this is also the main location for the black market of Eden City. Considered by the Opal Serpent as part of their territory, but obviously the other gangs don’t agree with that.

<Serenity Market>
An open air market to the southeast, it also has a mall building at its center. Many different vendors come here to try and peddle their wares, and the Serenity Market is known for its unique and diverse foods. The Amber Dragon currently controls it, as even though it encroaches on Jade Phoenix territory they have no urgent desire to take control of a market.

<SET Command Center>
A complex near the center of every single district, it's typically a very tall skyscraper surrounded by smaller ones. District 1 has the SET Headquarters, which is much larger than the command centers.

<Poetry>
Another seemingly inconspicuous cafe run by Mrs. Joy in District 10, outside the influence of any of the major gangs. It is quite quaint and small, as most of the actual building is used as suites for Specter orphans that she takes in.
