Bug Scrolling bug

Ok, so I noticed why I was off work today that when I scroll down, the right bar goes up instead of down, but it seems to stop after I scroll more, but as soon as I change directions it flips like that again!

I've only had this happen once, and while I have theories, they are just assumptions. X3
