ok, so im wanting to blow some XP on my fae, hes a Xia who loves Intricate and Beatfule Battles, so im looking at the Root of Perfected Lotus charm, it says you can pratice martial arts as a Dragon Blood, dose this mean you can also learn Immculate and Celestial level Martial Arts since dragon bloods though hard work can hit them, or no? and how would a fae go about unlocking Immiculat charms (im wanting wood dragon style since hes fought and studyed many Wood Aspected Immaculats, and almost always uses the Wood element for his shape)
 
Yes, they are effectively DB's for the purpose of Supernatural Martial Arts.  They may create, learn and use Terrestrial Martial Art Styles, including using them in Combos, and may learn and use Celestial Style if they buy the 'entrance' Charms and if they can find a teacher willing to accept them (which is unlikely though possible).  You could, for instance, have one of the exiled fae nobles, a survivor of the Contagion War, have been practicing Supernatural Martial Art Style for the last seven centuries and they could teach other fae with the discipline (or they could have a horde of mortal followers with the Mutations: Essence Channeler and Root of the Perfected Lotus [provided by their patron] who are the secret heroes of the Threshold).
 
well with the fae they state that a fae may only buy 1 new trait per story and it has no training time, they just...develop it... so couldnt a fae just simply develop it if they have been watching it and countering it for awile now?
 
No, the Mutation changes their nature enough to that of a DB that they are allowed to learn Martial Art Charms, so they should play by the same rules.
 
Treating one of the Fair Folk with Root of the Perfected Lotus as a DB-equivalent (and their attendant ability to initiate into Celestial MA) is a generally accepted interpretation, but is not explicitly stated. You gotta love the vagaries of WW rules text...

I don't; I generally grumble for a while before thirst takes over whereupon I retire to sate it with a nice cup of tea, which gives me time to think, ' ah, well, its not all bad.'
