Emma will be the most cooperative with a cute handler. That's not to say she'll like the other organization people, but at least if she likes her handler then said handler will be able to rein her in easier.

And Mithara will be pretty easy to take care of with pretty much anyone who isn't a complete jackass/abusive in some way.
