First of all I'm already loving the Bobbie and Silas duo dynamic xD
and second sorry in advance for what I'll be calling "early" Silas atm. He's not in a very good mood right now since he just got back from visiting the remains of the Adler cabin etc etc. He also has a habit of reaching Dutch levels of preachy since he doesn't talk much to people. In his mind, if he's going to say something then he better convey as much information as he can or he may not get a second chance otherwise. That plus the fact that Bobbie looks rather young has put him into "I gotta keep this idiot from getting shot." mode. So, he feels the need to lay things out to her as clearly as he can, drag her out of harms way, give her anything she might need, etc etc.

Side note: I have had people tell me that he talks like Dutch sometimes when he gets extra preachy so look out for that xD I'll try to keep him reigned in for now on until I actually have to act as Mr.Van Der Linde later on.
Silas is very assuming when it comes to new people and it often takes alot for him to be "pleasantly surprised." Not saying that he assumes the worst but like you saw just then, he just assumed she wouldn't have a bandana of her own or even a gun due to their initial interaction. xD
He's run into situations like this before and since not everyone is armed to the teeth like he always is he during a fight he just assumes they'll need a hand. He owns a fair amount of weapons that he keeps in a locker at camp so he has no problem lending or even giving them away to people who need them despite how expensive they can be.
DEPRESSING ASS SIDENOTE: His logic behind this is that he won't be around much longer. Whether he dies trying to find Colm O'Driscoll, is ambushed by the many enemies he's created due to being a bounty hunter, or his grief drives him to suicide, he might as well help as many people as he can before that day comes. He doesn't see himself living long enough to grow old either way.
Main assumption giving Bobbie a gun was : "They may not have a gun and if they have one then an extra means there's two times a chance they'll hit their target"
Another assumption of his being that not everyone is as good of a shot as he is (which actually just comes from experience.)
