It means that they are posting just to make the thread appear at the top of the section of the site its in so more people see it.

I can't think of another reason someone would post a bump so idk O.o, they probably aren't replying to that person then.
 
Yep. Someone might not have a response to give, but might find a thread interesting enough to want to do you a favor.
