The common room was pretty nice. The couches were comfy, though he didn't sit on them because they were too out in the open. Instead he was sitting on a bench in the corner playing some online Smash which, surprisingly, was not lagging like hell. He was pretty good, maybe even tournament level good. Not that he'd ever thought about competing in tournaments. Too many people.

An armed Law enforcement vehicle pulled up to the front of the HQ. Inside was a quiet boy(?) who looked depressed. Two guards stood, one on each side as the doors of the vehicle opened. The boy stepped out with his arms cuffed behind his back as he was escorted inside.
The guard to the left of him looked at the right and asked, "Are they really being serious about this? You do remember what she did to half of a city right?"
The other guard nodded but replied, "Seems that these are desperate times. They need all the help they can get."
"But letting that witch out of looking into other places-?"
"I can hear you. I don't want to be reminded."
The guard who dejected the idea of letting her out looked away in agitation.
Taking the elevator to the top, the right guard pulled out a walkie talkie and contacted the major (

Shanon cringed. From the sound of it, this guy was using one of the old walkie-talkies because the reception between them was not great. It had taken forever to even establish a connection between the two different devices, let alone a good one.
She tapped her earpiece. "She's not a package, she's a living human being."
She reached the elevator just as the door opened. Out stepped two guards and a handcuffed, crying girl. Yami Hikari, according to her dossier.
"Good god, you made her cry." She said, looking Yami over. These seemed like genuine tears, though she could never quite be sure. "You guys make the teenagers look competent."
She took a set of keys out of her pocket and selected one. Carefully moving around, she inserted the key into a lock on the handcuffs and turned it. A light on the handcuffs turned green and a screen appeared asking her to scan her fingerprint. She did so and the cuffs came off. She tossed them to one of the guards who just barely caught them.
"Sorry about the cuffs." She said, turning to Yami. "Standard regulation. My name is Sergeant Major Shanon DeLila. I am the overseer of Project: Sailor. Welcome to East HQ. Follow me."
Shanon turned around and walked down to a door at the end of the hall. She waved a keycard in front of it and it opened, revealing a really nice common room with a TV, comfy couches, a small kitchen, and a couple other things. The only occupant was a boy in the corner playing his Switch, Adrian.
"This is the common room." Shanon said. "You'll be waiting here until the others arrive."

Roxy walked up to the Project Sailor: East HQ, pulling a suitcase that seemed like it was about to burst and wearing a cat carrier-backpack. Roxy took over her headphones and looked up at the building. So this is where she's be spending the next... however long she was doing this. Months? Years? Weeks. Anyways, Roxy was super excited about this! Fighting monsters and making friends sounded so fun!
After quickly confirming that yes, she was supposed to be here and nope, she wasn't just pretending to be a magical girl that was recruited by the government, Roxy made her way up to the common room. Roxy took in every detail she could about the space she was going to spend quite a bit of time in. She seemed to drift off for a second before she remembered, oh yeah--there's other people here. Roxy waved at the people around her mumbling a small "Hi" under her breath. And then she immediately went back to looking around the room.

She didn't have to walk far. Like with Yami, Nari was already out of the elevator by the time Shanon reached her.
"Welcome to East HQ. My name is Sergeant Major Shanon DeLila. I am the overseer of Project: Sailor." She said. "Please follow me to the common room."
As she walked towards the common room, not bothering to check whether Nari was following her, something or someone rushed past her and into the common room. Shanon almost facepalmed. She'd left the door open.
Luckily, the one who rushed past her hadn't been an intruder but instead Roxy, the fourth member of the squad. Shanon groaned.
"We have standard procedure for a reason, you know." She said irritably.

After 4 minutes of looking for the exit, Chihiro finally found her way out of the airport and into the Project Sailor East Headquarters. As she entered the building with her bags, she looked around, seeing all the magical girls and possibly teammates, Chihiro thinks to herself, “I guess this is my life now..I wonder if this was how May felt when coming here the first time.” She shakes her head,

"Welcome, again, to Project: Sailor East HQ. As I have told some of you, but not others because some people don't know what standard protocol is, my name is Shanon DeLila, rank Sergeant Major. I am the overseer of Project: Sailor. As you are no doubt aware this Project has been going on for a while and you are not the first squadron to serve on the East Coast. You are, in fact, the second. The first squad is currently MIA, which is military code for "we're pretty sure they're dead but we don't want to say they are because it reflects poorly on us". Don't tell anybody I said that. Anyway, you're basically serving as the first squad's replacements until we find them or finally admit that they're dead. Yami broke away from Chihiro and looked away.

K.A.T.H.Y. activated before Chihiro could ask about what she meant by that.
Yami looked at Shanon and bowed to her.
"I am grateful you invited me here, but I want to ask something."
She then asked while looking to the cieling.
"I don't have to transform unless I am needed right?"
