"Let me get this straight, you want us to reopen a failed project?" The General said. "Specifically, Project: Sailor of all Projects!"

"Yes sir." Shanon Replied.

"Are you insane!" The General shouted. "Do you know why that Project failed!"

Shanon just looked at him. "No I do not, Sir. That's a closely guarded secret."

"Fair enough." The General said with a sigh. "But I'm still not convinced! What reason can you possibly give us to reopen this project!"

Shanon pointed at the window. "There are monsters out there we don't know how to combat. Our weapons are completely ineffective against them and the only thing that seems to hurt them is these new Magical Girls. This may be our only chance to not die."

The General sighed again. "Maybe you're right. But it's not my decision. I'll take this to the President."

Project Sailor is a reboot of a roleplay by yours truly. It has been retooled to have a different but similar plot and be set in a different universe. Basically, in 2018 the US government started an initiative called Project: Sailor. The aim was to make an army of Magical Girls in case they ever needed to defend themselves from either monsterous supernatural threats or invading countries. Let's just say that it didn't end well for reasons the government refuses to disclose (and also cause I haven't come up with them yet). It is now 2021 and unfortunately (or fortunately, depending on how you look at it) the chemicals used to make the Magical Girls was released into the air during a thunder storm somehow (probably just a contrived coincidence though some suspect foul play) and created a whole new slew of Magical Girls, most of which are aged anywhere from pre-teen to late teens with some in their early 20s. Also unfourtanetly, monsters started showing up soon afterwards.

One of the Magical Girls in the latter category, a certain Shanon DeLila, decided to convince the Government to reopen Project: Sailor. They agreed on the terms that, while they were promoting her due to the unusual circumstances involving putting her in charge, if she screwed up she would be demerited so far down it'd physically hurt (of course, they're not legally allowed to physically harm her so it's a metaphor). They also didn't want to have to keep track of a large network of squads so the condition was that there'd only be one squad for now.

While it's not illegal to use your Magical Girl powers if you aren't part of Project Sailor, it's highly dissuaded since Vigilantism is illegal in the first place. Using them in day to day life is fine but you're gonna get a bad grade if you use them to cheat in gym class. Some people are considering developing sports based around them.
