Yo! I'm diggin' your CS so far, but I noticed one little mishap: all characters are 20-21 years old. I mentioned it once or twice in the the initial Interest Check post, but I should have made note of it in the CS skeleton as well. Sorry about that!
The M3 project began when our characters were no more than a year old. It developed well for several months until a gang of desperate and foolhardy people raided the lab. After the children were dispersed among the world, nearly twenty years have passed until they return to project at last for the supposed drug trial.

Oh, it doesn't need to look fancy or anything! Just as long as you have all the information togrther. And okay, take your time.
The lab was destroyed in the raid and many workers were killed by the gang. Any other survivors would have fled the scene and your character would have been left alone until they were found by anyone passing by (which is unlikely considering it's in the middle of the Orre desert, but still possible) or until they died. Governor Cross had the lab and all other evidence burned to ashed and cleared entirely until a new facility was built several years later complete with high-tech security and guards. Your character may hear rumors of the new lab or see it from a distance, but they will be unable to get close until the day comes to test the new drug.
Maaaaan, do I know the feeling... Take any time you need to recover! I look forward to seeing what you come up with!
Bit by bit is the way to get it done! I still have a whole other character to write up as well.
Just a couple things: explain how Amaya's Solrock came into her life and add it's ability, then you'll be good to go!

Team Rocket won't be doing the distribution, Xavier Cross will! He plans on selling the M3s to the criminals of other regions. But that's a good question! I haven't thought much about Snagem or Cipher, to be honest. I always assumed they were simply disbanded after the events of Colosseum and XD respectively. The lab that Reid was using when the M3 project first began was the old Shadow Pokemon lab, though. Hmm... Let's say that Snagem is finished entirely, wiped out after Wes destroyed their base and finished Cipher the first time. Other gangs, such Xavier Cross's Bane, rule the lands. Most Cipher peons, however, were arrested and imprisoned, though a few here and there escaped their fate. There could be a couple working on the M3 project, but not with any intention to begin Cipher anew for the third time. 25 Years have passed since their second defeat, after all; the times have changed.
Solrock's only ability is Levitate, so I figured I wouldn't need to mention it when I typed that part. Added regardless. ¯\_(ツ)_/¯ The explanation was added as well.
