So I'm thinking of having Rae run into Lynn in the streets, she's nineteen without a registered license so she merits slightly less Plasma suspicion. What do team Plasma Members do to people who resist arrest using Pokemon?

Well, because Team Plasma's whole goal is to make sure that people are separated from humans, the person arrested but resisted arrest using Pokemon would be jailed and their Pokemon would be jailed as well for allowing them to be under the control of their trainer/ listening to their trainer.zacharychi said:
If the person isn't caught they're considered a wanted person, although the public really doesn't participate in catching them due to the fact that they have the same beliefs. Some Plasma supporters will try to catch them though.

But if they have strong enough Pokemon, then how will Team Plasma arrest them then?

It's highly unlikely that would happen, but it could.
You do know that Team Plasma members are equipped with their own Pokemon right?
