Well, for starters, the entire Pirate's Chain is owned, by Captain Christopher. He brought the region from Radamelia Empire in order to fund their war against the Ocacosia. Things run quite simply here, all the land is his, he rents the land to various Lands who pay his taxes. Then those Lords rent their land to peasants and merchants who will pay the taxes in turn. As long as the money flows from peasants to Lord, to Captain Christopher and his court, everything would be fine.

Everyone's welcomed: pirates, escaped slaves, rogue soldiers, merchants. As long as they'll be willing to pay their taxes, there would be no problem. How individuals get their money doesn't matter. They could be business owners, farmers, miners or even do piracy. Fighting between Lords and Pirates are not uncommon. Pirate clans unite and break apart almost at random.

There isn't any police beyond what the landlords have to maintain order. And any court and prison system is entirely regional. Lots of conflicts arise when a Lord's favourite ends up imprisoned in another one's land. You'll have to be pretty tough to survive in Pirate's Chain, no one to trust but your closest associates. And even then, mutiny is always around the corner.

Of course, Captain Christopher has his own men. If a Lord doesn't meet tax deadlines, it's dead and replacement. Does a pirate foolishly decide to rob a favourite of Chris'? It's death. Any extensive infighting that's harming the tax flow, Captain Christopher is now involved.

Combined, Pirate's Chain had around the 12th largest navy and a powerful fighting force. But it's so decentralized with hundreds of Lords and pirate captains, Christopher would never able to round them to one military goal. Of course, if any navy tries to invade, they'll be faced with some of the most ruthless and hardened men they'll ever see.

Hence, Pirate's Chain is too disorganized to threaten any country, but just united and fractured enough to defend themselves against outside forces.
