Riverton's Earth Department has been very busy recently. As the weapons law prohibited any effective troops from entering the planet, the head of the department has decided that they could instead manufacture them on the surface. As the planet itself isn't under much surveillance, they have managed to build the basic facilities so far. If their operation goes smoothly, soon they will be able to salvage the materials on Earth and gain near full control over the wastelands and its people.
The head of the Department, Lloyd Hetcher, is a power hungry man. He sees his current position as a worthless backwater planet supervisor, and seeks to get a higher position somewhere more profitable. The current behavior of Riverton's troops on the surface of Earth is his work. The man sees the wasteland survivors as nothing but more than an expendable labor force. The recently rushed construction of the arms facility is due to the date of the local board meeting closing in. He's in a rush to make some noticeable numbers that, hopefully, catch the eyes of the directors. As this is a crucial operation for his success, Lloyd has gathered the best of the men he could gather to protect it from possible outer threats.

Earth was to suffer a tragedy ever since the end of the Last War on Earth. Majority of the infrastructure on the surface of the planet was destroyed, and the effect of pollution intensified thanks to the destruction the War brought. Global authorities, military personnel of high position, megacorp CEO's, and such people of power worked on building their own Exodus. Miraculously, they discovered a new effective method of interstellar travel. Leaving over 50% of the population behind, they ventured into space in search of a new home. They left a batallion of the War's veterans behind, their order being securing the launch sites until the vessels were far enough from Earth and preventing any and all other escapes. Some obliged, and some deserted their duty.
Earth spiralled down to madness quickly as the people left behind started riots across the globe. With no law enforcement or military to calm down the situation, the riots escalated into all out wars. Big and small factions formed here and there and fought against each other. Any effort to restore peace and order was quickly ignored, and sometimes violently attacked. Such status lasted for decades, until the flames of war died out.
Centuries passed on the barren planet, the nature mutilated and changed by the pollution left behind and humanity becoming as primitive and barbaric as its surroundings. Until one day vessels arrived in the sky. After a historical documentary about Earth was made, the once abandoned planet was on the spotlight once more. Some "pioneers" of their old home built settlements secluded from the native population of Earth. They were mainly used as tour spots for those who were attracted to the once rich home of humanity.
Not so long after Earth gained attention the Human Government passed a law, setting a limit on the weapons that could enter Earth. This law was hastily put to action as they caught movement of some weapons manufacturers who sought a "new marketing tactic", aka handing some of their new toys to the people in the wastes. With the weapons law in full effect, most weapons companies turned their attention away from the planet with a few exceptions.
Tilt Industries and Waltz Corporation were one of the few who came with comparably good intentions. Since the law limited the amount of firearms they could bring in, they started setting shop in big settlements, providing weapons to help keep things under control and slowly bring back order to the planet. Then there were some like Riverton's Earth Department, which sent in field troops to scavenge what's left of Earth. Technology, military secrets, all that kind of goods. They show no respect to the locals, seeing them only as target practice or free labor.
