You probably can, but the stipulation is probably going to be to have good reasons if you do. To be reasonable about it. Because having more than a few hundred of each is probably going to become increasingly problematic. Especially if there's little to no good reason why you have them there.
To calculate your faction's population, find the modern day population of your faction's territories, and then keep only 4% of that number.

And don't just limit yourself to the mindset of what I assume is just cool to you right now. There's a lot more you can do with Louisiana and New Orleans. You have Spanish, French, African, and Carribean influences. You can have Voodooism play a role in your faction's history and culture.
Maybe instead of just deciding what your faction is comprised of in terms of demographics and building your faction off that (unless you're using an already made faction), kinda think of what society would arise from the post nuclear ashes of New Orleans. Look at the state map and see the geography. Learn the major roads. Learn the military bases.
For example, previously I made a faction based in Minnesota. Minneapolis was transformed into Polis. Crystal Court changed into a technologically advanced and rich metropolis. Duluth became Limbo and a modestly prosperous settlement. St. Paul became Pig's Eye and was a predominantly Muslim capitalistic community. St. Cloud became Cloud 9 and a place for post apocalyptic fun. The Mall of America became essentially a fragile safezone with people holing up in different sections and making stores or departments fortresses. Fort Snelling became a place for the 1st Infantry, a Union army inspired faction.

The grey is what I would like to have (except that northern tip that belongs to red) and that red line is as far as I would like to have but if it's too taboo to make a nation that isn't in-line with the Fallout universe, I'm fine with what I have.
