Hey guys if you are talking about impossible percentages in the army you can't forget my country. 100% are in the army and are equipped with a bullet resistant steel or titanium vest (titanium is for officers/veterans) and they train (at the very) least monthly. But then again they are a Militia force so it is possible.

Well not them but 100% of able bodied men and women are in the militia. Also the Titanium is not produced it is scavenged and so in very limited supply. As for being heavy, it is put into a vest and so it is not like it is an entire suit of armor made out of it. I think it should be manageable to wear.
I think that it would be a shared responsibility. Like you patrol one half and I patrol the other.

Cool. Actually my area would have a decent amount of horses because of the farms in Utah. In fact I have a farm right across the street from my house, and I live in one of the more populated areas of Utah.
No you would never have that bragging rights. Wyoming would probably have more, they'd probably have droves of wild horses running the virtually uninhabited plains of Wyoming. So to be honest the raiders there would probably be the main supplier of horses all across the country.

Horses can't really defend themselves from these wasteland creatures. Plus most wouldn't be wild at first, they would have to learn how to survive again.

LOL! But you could say the same for Brahmin. And there are tons of wild Brahmin roaming the wasteland.
OK but there are a lot of wild horses in places like Yellowstone already. So even if the domesticated ones would die from predators and stuff the ones that are already wild will probably survive.
