technically he should have been dead when they got there. you know nothing about crushed legs. 
if his legs were crushed, which they were, all the blood in his legs would have exploded into his upper body, knocking him unconscious immediately. so the letters would have never been written.

They were crushed but they weren't exactly flattened, Akio didn't pass out to shock or rather couldn't as he wasent feeling pain when the building collapsed on him. Akio was using his powers to stop the pain of the soldiers bullets when the building collapsed.

he wasnt feeling pain because there shouldnt have been anything for there to be pain signals from.

He was already not feeling pain because of his powers which he was using so he didn't pass out from shock of being shot right before he brought the building down. His legs also weren't completely crushed because a beam was holding up much of the weight that was on him.
