no as in, he won't try to learn much about people stories before they came here, for those who want to live here if either of those conditions isn't met:
1. They allow Perun to learn of their backstory either directly from said person, or via other ways.
2. Said person gets into trouble deep enough that it might endanger others living there.
3. Leaves for a long time without a word to anyone.
So Jon is supposed to be here.
It's that Perun doesn't want to pry into anyone's story as he doesn't feel the need to, he would only do so if said person wants to share it, or there is danger involved .
