Sometime in that past, I found this Reddit post and saved it: Duties and capabilities of an engineering class. Maybe it will help you with the technical stuff?

1. Make things to do work instead of doing the work themselves.
2. Use tools better than anyone else.
3. Know how lots of things work in lots of detail.
4. Repair things, time varying based on complexity.
5. Make:
  • simple things very quickly, out of almost anything
  • ordinary things with some time and with certain pieces and parts
  • complicated things slowly, with very specific components and materials
6. Anything you can hold or touch counts as a thing, except for people. This can therefore include Bombs, Gun turrets, Machine summons (like a mechanical snake, etc.), Mechanical prosthetics, Traps (though probably more complicated than a tripwire), Transports (like steampunk mecha, etc.), Any other little random gizmos you could think of.
 
Tbh head engineer aren’t even bridge crew so we would probably barely interact with him....or we can put him in the bridge but then that poor fella is gonna be running back and forth if there’s trouble in the engine compartment

Idk, I think the head engineer is one the most important and responsibility bearing crew member and thus the hardest to play. Like, without him, the ship would just come to a standstill upon the smallest defect.

What if we made a plot point out of that? Maybe our characters are currently in a side-mission searching for a new head engineer and that's why recruitments were open for the ship. Perhaps our characters have to deal with the ship coming apart little by little, until they find someone who can help them fix the matter.

As for why they don't have any... maybe the previous head engineer resigned for some reason at an unexpected time?
 
It just human nature dude especially the government itself is not a particularly clean one. It actually reminds me of where I live had an agency to deal with police corruption that reports directly to none other than the head of government him/herself, with special authorities like arresting police officers and conduct search without warrants. Now the head of that agency is handing out and receiving bribes in tens of millions lmfao
Ya gonna need magic for that. This ain’t fantasy though.

Engineer is up - I edited my original CS to include tabs. I've taken some creative liberties coming up with a thing I've called the Olive Branch Project, so do let me know if anything needs changed.

This was the boy I was playing in my Star Trek tabletop so, I have a couple more drawings of him. He's been around for a while.
