So yeah kind of what I said he can't swim but wouldn't drowned under water, he would just be like a heavy object at the bottom of the sea.

Not all of them, they all have different crafter's which means its very unlikely that all of them were made in the Wano kingdom plus its never stated where they are made.

I don't trust Theoies but if it was said by Oda it must be true.


Still I doubt your character would have seen many of its kind they are only twelve, 11 since I have one and probably a maximum of one left in the Wado kingdom depending where the swordsmith Kitetsu lives.

In case no one answered your question IC, no devil fruit users can't use their abilities underwater in fact, if water passed above your knees you basically become as useless as someone throwing a rock in water. You'll sink helplessly and if no one is able to save you. You'll die.
