In the one piece world fishman can not shift forms, unless they have a devil fruit, even then they wouldn't be able to swim.

He doesn't have the Ope-Ope No Mi my character does, he has no devil fruit.

@National the fish man doesn't have a devil fruit I believe. It's the admiral which is Neko's character which as the Ope Ope devil fruit.
