Building Regulations
3 rounds to complete 2 assualt ships. (1D20 success range: 6 or less)

If you aim for 6 single manned sniper shuttles, it would take 2 turns. (1D20 success range: 8 or less)

If you aim for a shuttle carrier it would take 4 turns, but it would have space to carry up to 50 sniper shuttles. (1D100 success range 29 or less)
 
Basic Combat
Offender rolls a D6 for each attacking Sniper Shuttle, up to a max of 3D6.

1 Assault ship is equal to 5 Sniper Shuttles.

1 shuttle carrier is equal to 2 Assault ships.

Here's an example of a basic combat scenario:

Offender approaches Defender with three sniper shuttles. Defender is defending with an Assault Ship.

Offender rolls first, 3D6 and gets a 1, 2, and 5.

Defender rolls next, 3D6 and gets a 1, 1, and 6.

The highest number rolled by the Defender is then matched against the highest number rolled by the Offender.

6 against 5. Offender loses one sniper shuttle.

1 against 2. Defender loses one sniper shuttle worth of damage.

1 against 1. Neither takes damage.

Now the Defender has a damaged Assualt Vessel, worth only 4 shuttles.

The Offender now only has 2 sniper shuttles.

Rolls continue until one side wins or backs out. No retreat damage is taken.
