Notifications are not being received properly?

I get notifications for status updates and replies to status updates, but unless someone quotes or tags me in a thread, I never get notifs. 


Even if I flip the switch on the bottom left to "on" I still get nothing. 


Is there a setting I need to adjust on my end, or is this a universal bug?

So... What's the rationale behind turning that off by default? Seems to me that's what following a thread is supposed to mean in the first place. 
 
Can a new, site-wide default be set? Currently, the account automatically sets new posts to email-notif, and only gives you site notif on tags and PMs. Then, if you select "Give me site notifs and not e-mails" for a specific thread, that's secretly just a filter applied onto your account settings (which again have been changed without notice). So if you don't want e-mails about a thread (because who even does that?), it blocks the e-mail notifs the account settings try to send, and asking for site notifs on a thread does nothing if your account-level settings don't say to produce them. This is counter-intuitive as all hell, anti-user, and not made clear on any of the settings pages. I get that you folks didn't design the notification system, and its hostile UI isn't your fault, but changing the account defaults to just send everything and let the thread filters sort it out would save a lot of confusion and frustration.
