No defensive action?

Why is there no option in combat/social combat to go on the defensive? Guard is kind of, but it's more of a "do nothing until some better option comes along" action. What about actively being defensive?

The philosophy behind Guard and "waiting until something better comes along" is that, whether waiting for "something better to do" or actually doing something other than Guard, you are defending yourself as best you can. Everyone's as fully defensive as they can be at all times, unless they deliberately go the other way and make their defenses worse for some reason.
