Within the country of Amestria, the vast city of New Oasis was destroyed. The cause was an all-out war between four gangs: The Azure Dragons of the East, the Scarlet Phoenixes of the South, the Black Tortoises of the North, and the Albino Tigers of the West. The Four Rival Gangs’ Turf War got so bad that it carved up the land itself. The rivers came in to fill up the gaps and left an island in the middle of the Central District isolated.
But while history may focus on the gangs, this is not their story.
Tired of living under constant fear of the gangs and in the wake of the war, groups of civilians gather at the recently created Central District with a goal: to build a place for themselves free of the gangs; a home where they can live happily.
With aid from the humanitarian organization, the Golden Chimera Relief Society (GCRS), these people begin their long journey.
However, the four gangs have not gone away. And when they see uncontested land in the center of New Oasis, they only see their land...A WORLD OF POTENTIALToday, approximately 10% of the world’s population possesses a quirk of genetics that has unlocked within them latent, untapped potential. These Potentialities can take many form and manifest in strange, often-times otherworldly ways… Humans with Potential (HPs) are born naturally stronger, faster, and hardier than their Non-Potential (NP) kin. But beyond mere enhancements, a certain subset of HPs (less than 1% of the population by most current estimates) possess unique, fantastical, and above all powerful abilities. Some move at astonishing speeds, others manipulate matter with a mere thought. Just one of them is enough to defeat entire squadrons of Non-Potentials (NPs) with little effort.
The true origins of the subspecies known Homo Potentialis have been lost to the ages. Though in (relatively) recent times, their resurgence was due solely to the actions of a handful of explorers who stumbled upon an ancient system of catacombs hidden away beneath a far off city. Uncovering this hidden tomb awoke the dormant Potentiality of all humans the world over, and the NPs have been struggling to keep up ever since.
Currently there are five accepted types of Potentialities, which have more-or-less categorized Potentialities by their presentation, though they are by no means an exhaustive list, and often-times Potentialities may belong to one, two, or more different categories simultaneously. The five Potentials are:
PHYSIK
Physical enhancements with a condition belong here, including but not limited to super strength, super speed. They are by comparison the most simplistic variation.
CHIMERIC
Transformations and alterations of normal human biology, either temporarily or permanently, belong here. Potentialities concerning shape-shifting, animal chimerism, and the like would belong in the Chimeric category.
ETHER
This type of Potentiality deals in the creation of either matter or energy that comes ostensibly from nothing. Ethereal HPs can command elemental forces of fire, ice, or lightning among countless others.
ALCHEMIC
HPs with the power to transmute and manipulate existing matter are called Alchemical. Most broadly, this can include telekinesis, or more specifically, manipulation of specific pre-existng elements or states of matter.
IRREGULAR
The fifth and final category exists to lay claim over any Potentiality that does not fit neatly into one or many of the above categories. Ambitious, cunning, yet strangely honorable. These are all equally apt ways to describe the creed of the Black Tortoises. A gang that rules the North District of New Oasis, they are often compared to a drug-based cult. Their members are secretive and reclusive, and their efforts all focus on enhancing their drugs. Think alchemists working to turn coal into gold. Anyone outside of their domain can be potential partners or enemies. As long as they've infiltrated a place with dealers and a network, they consider that a victory in its own right.
Need a fix? These are your guys. They peddle everything, and anything, under the sun (including the odd heart- or kidney, or even the whole human, if you’ve got the cash). Looking to join up? Good luck. The Tortoises are picky with who they invite into the fold, and any new recruits might be in for a harrowing initiation.The Azure Dragons are something of a novelty among the Four Gangs. Like a staunch band of brothers, loyalty is everything in this gang. Some gangs are run like a business, others hardly seem to be run at all. The Phoenixes, by comparison, are a family. And as the saying goes, a family that fights together, stays together. Just remember, not to disappoint the family… Because there’s only one way you’ll be leaving. As such, the Phoenixes provide some of the finest hired muscle in New Oasis, going as low as hits. Violence is a daily thing for them.

The civilians, who only wanted a normal life...
Knowledge of the original RP or its spinoffs is not required. The characters you play are in for the worst time of their lives, and merely surviving is the objective. Expect character death, brutal injuries, and many odds stacked against your favor.

OOC RULES
1. Be Respectful.
- Treat everyone with respect. If you can’t be civil you’re out. No one has time for all that.
- If a disagreement breaks out because of an in-story thing GMs will make the final call on the decision if it can’t be dice-rolled.
2. Absolutely no godmodding.
- This includes any moving of characters without asking ooc.
- This includes any implying that a character did something or didn’t do something without asking if that’s how they would react.
- If a post can’t be finished without knowing what another player would do then ask them or turn it into a collab.
- If you have been given a warning your post is void until the godmodding has been removed and will be yeeted back to you in a PM before being deleted from the thread.
- If we do not immediately catch that you have been godmodded please pm us.
ROLEPLAY RULES
1. Players will start with a 2 character cap.
- Second characters have the option to be powerless NPs. Regardless of what they are, I will be less lenient with your second character when death is on the table.
2. Post Minimums: don't leave your partner(s) hanging with no communication. Really, just communicate.
3. Character Deaths.
- You’re a normal civvie in a gang-ridden city; the bottom of the food chain. You’re going to face situations where your choice matters. For example, if a gangster decides to mug you, do you give everything you have and survive, or resist with a chance of death? I won’t make RNG a factor in deaths, and I will be as communicative as possible to be fair. If your character does die, you may create a new one and hop back in!
4. Character Types.
- It is very cool to have characters with military experience / former gang backgrounds and all that good stuff compared to normal civilians. But I can't have the entire cast made up of combat veterans, unfortunately. If you have an idea like that, run it by me in DMs!
