Leap Year, Baby!
Among humanity there has always been a small number of psionics walking among them. For the most part they could dodge persecution barring a few with trials. That however was until 2017. When a comet with unknown material blew up in the atmosphere. Whatever it was composed of caused the number of psis to go from maybe a scattered few hundred to near humanity's pop of 7 billion. While they gained powers some had a critical overload. To the point of blowing near the whole city critical overload. They and all other casualties that day were dubbed The Fallen and became a rallying cry for those who wish to psionics 'on a leash', that leash being a chip in their brains that tracks them, suppresses their powers and can kill them. rights were first stripped from the psis and then the rest of the population. It was supposedly for security reasons but more because the NSA and their foreign counterparts got power hungry at the wrong moment. Now they pretty much run their governments though some managed to dodge said fate. now underground movements are abound. however they are getting stamped out left and right though. However one in the U.S. seems to be slippery as a snake. That one is called New Mind. At first it tried bring about Peace bteween the two non-violently. but when it saw the horror that the U.S. has become they decided a rebellion was necessary. A Revolution. whether the NSA and it's Psionic enforcement branch will fall or become stronger than ever....
Important notes:
-All psionics experience neural feedback when their powers' in use are disrupted. the effect scales with power level. from small headaches and possible nosebleeds to unconciousness and shock and worse.
-Psionic Enforcement all have equipment designed to deal with the powers and induce feedback.
-Psionics are classed from 4 to 1. 4 can barely bend a spoon while 1 is very,very dangerous.
-Some people and indeed Agents of the NSA believe they are doing good. the leadership of the organization however is just plain dictator like.
-The NSA employes a small number of psis as "hunting dogs" to either infiltrate movements and track down unregistered psionics. or both.
the RP takes place in Chicago. it was a nice city yet also the capitol of the US. however the results of the Shattering ended that. now a great modern city rises above the ashes where most lived peaceful and safe. however below in the ruins with many access points in the southside crime is rebuilding itself and many just trying to eek out a life.

3.if the power can be linked psionic abilities it is allowed with proper balancing.
