overview.
New Liberty is a neon metropolis adorned with towering spires of cold steel and glass. Amidst the clouds, towering monoliths of corporate power dominate the skyline. The city's heartbeat echoes through its concrete veins; it beats with a somber rhythm, as citizens move through their daily lives like specters—their spirits long dulled by monotony and despair. Beneath the oppressive regime that governs this city, the masses live in a state of perpetual surveillance. Their every move is monitored by an omnipresent network of cameras and drones, stripping away their privacy and individuality.
Following a cataclysmic event that unleashed a bioweapon upon the populace, the Governor invoked their emergency powers to implement a policy that altered the fabric of society. As chaos reigned and the threat of the bioweapon loomed large, their leaders, driven by a desire to preserve the population, sanctioned the establishment of an ever-present military force. Famously, this occurred 45 years ago during a civil war. As the war escalated and tensions mounted over the control of vital water sources, desperate measures were taken to gain the upper hand. It is alleged that a clandestine laboratory in New Liberty played a sinister role in the unleashing of this deadly agent, now named Radiogenia.
Radiogenia devours the victims' DNA with a voracity akin to the ravages of extreme radiation exposure. The pathogen infiltrates the bodies of its unfortunate hosts, infecting their cells and targeting the fabric of their genetic code. Gradually and ruthlessly, it erodes the foundations of their DNA, disrupting its vital function; the victim faces a slow and agonizing descent toward death. In a desperate bid to suppress the weapon's impact, scientists deployed a radical solution: a vaccine that held the power to fundamentally alter the DNA of those who received it. By manipulating their DNA, the vaccine aimed to render the host's genetic code unrecognizable to the pathogen. It succeeded.
Following the administration of the vaccine, a staggering 70% of the recipients managed to survive unscathed. These fortunate individuals experienced no adverse effects.
25% of the vaccine recipients experienced a profoundly unfortunate outcome. Their genetic structures were destabilized by the vaccine. These individuals were essentially reduced to genetic goop.
As for the remaining 5%—these individuals became ‘Xenogenics’, their abilities arising from a volatile fusion of altered DNA and the residual effects of the pathogen that ravaged their bodies. Within the core of their being, Xenogenics harbor powers that defy the boundaries of conventional understanding. Their abilities manifest in diverse forms, ranging from the manipulation of elements, and the distortion of space, to the bending of minds and the unleashing of raw energy.

present.
It is now election season, in the year 2099, and in a city gripped by fear and prejudice the Xenogenics find themselves ensnared in surveillance and discrimination. Tracked through implanted chips, their every movement is scrutinized. Amidst this climate of hostility, a prominent political candidate emerges. With charisma and calculated rhetoric, they rally support for what can only be described as a chilling call for genocide against the Xenogenics. Their subtle promise to eradicate these individuals strikes a disconcerting chord with a populace desperate for a scapegoat.
