Naval Nations.
Massive floating cities that over five sixth of the world's population lives on. With the land around the world having sunk, and sea level rising, it was the only choice for humanity to keep on living. And with large amounts of water, piracy on the high seas quickly took off, with small pirate havens popping up almost everywhere. The largest cities formed alliances, called Naval Nations, that worked together to patrol the sea around themselves in an attempt to protect themselves from pirates and other naval nations.
The naval nation of Old Pacific is the largest one, floating over the sunken island nation of Japan. It's ethnicity is mainly consisting of east asian people, but other people aren't exceptionally rare either.
They have a lot of merchants and submerged mining operations which means there is a great need for ships, leading to old WW2-era ships being taken back into active service. All refitted to the most modern standard possible, they sail under a new flag, with a much more diverse crew than ever before.
The Second Escort Fleet
A newly created fleet to increase Old Pacific's reach on their transport routes, the Second Escort Fleet starts off with a single ship, the old IJN heavy cruiser Atago as it's lead ship.
Armed with 10 20cm (7.8in) guns in 5 twin turrets, she has a potent broadside, that is assisted at close range by 8 12.7cm (5in) dual-purpose guns. Her original anti-aircraft armament, aside from the dual-purpose guns, has already been replaced by different weapons, with the bigger quad-mounts being switched for 3 single 40mm bofors cannons, and the twin and single gunmounts being switched for equivalent models of the Bofors 25mm canons.
The torpedo armament hasn't been changed much on the ship itself, but rather improvements have been made on the Type 93 torpedoes to make them more durable and reliable.
Her catapults have also been changed to those designed for N1K1 float planes. She carries a total of three planes, two ready to be launched and stowed away in the case that one of the active planes cannot be recovered for some reason.
Her armor scheme has been left untouched, since she'll be serving as an escort for cargo ships and isn't meant to fight against more modern or heavily armed ships.
