He was a president of a medical school in his younger years, therefore he is remarkably healthy for a man his age, and takes great care in matters regarding his well-being. Even though he is past his prime, he takes up boy scout advising as a hobby and enjoys camping.

General Personality:
Goto tends to keep information to himself and is a somewhat secretive man in regards to certain findings and reports. Although he is a diplomat, his outwards public style is very aggressive, especially in regards to pan-Asian ideals, in which he is incredibly nationalistic about Japan as the leader of Asia. In this regard, he gets feverish towards Japanese expansion into Manchuria and Taiwan, which he ultimately believes are part of Japan's destined territory. In regards to the rest of China, he has published articles expressing the need to help Chinese leaders realize the concept of "Asia for Asians," and believes it is the duty of the Japanese race to help other Asian states realize their potential for development.
A man of science first and diplomat second, his interests lie more in construction, development, and sanitation of Japan's existing and soon-to-be colonies. He has little interest in dealings with the Western powers, unless they tread on Asian territory.

Character's History
History:
Born into the home of impoverished aristocrats, Goto as a child was seen as a dirty student running around in mismatched shoes, but his story changed from rags to riches as he was accepted to medical school and became the director of a medical university at the age of 25.
During the First Sino-Japanese War of 1895, Goto served as a chief of the Army Quarantine office in Taiwan, where rumors had it he took biological samples from the soldiers for his own collection and experiments. Rumors also have it that from this time forward, he had become interested not only in the natural physical body and hygiene, but dabbled in strange experiments regarding the "spiritual body" and "psychosis" to which only few have knowledge of the contents of his reported findings.
In 1906, Got? became the first director of the South Manchuria Railway Company. During this time, he published articles on Manchuria becoming Japan's "breadbasket" and necessary for agricultural development for the Great Empire, as Japan itself had little natural resources at home. However, the Great War broke out, and in its aftermath, the South Manchuria Railway Company and all of Japan's assets in railway infrastructure in China had been dissolved. Goto was furious at the waste of time and money that was put into the Manchurian railways that had been all for naught.
After the Great War, Goto was elected to the position of Foreign Minister in the belief that he would be able to help secure the territories lost and help support the less fortunate Asian nations to find a new place in "Asia for Asians."
